A new form of democracy is required in Spain, in which the citizen has real power; in
which he is a politically active person all the time, and not just someone who is active once
every four years in elections. He gets involved in every day political issues.

This ideal is surely shared by all democrats. The problem is how to implement it; how do
we change our democracy?

Our democracy is not going to change if we do not first change the electoral system. It is
through the electoral system that politicians gain their power and it is through the electoral
system that citizens lose their power.
